I have the honour to acknowledge the receipt of your Excellency's despatch of the 20th April, enclosing a copy of a letter received by you from Her Majesty's Consul at Canton which transmitted a Memorial from the Viceroy of Canton to the Emperor on the subject of the attempted rebellion in Canton last autumn.
In connection with the desire of the Viceroy for the inclusion of sedition amongst extraditable offences, I would point out to Your Excellency that it is now a well-established principle of English...
